Clean Tomorrow has released The Re-Energizing America report, setting out a proposed direction for USA energy innovation through to 2030. The roadmap centres on four policy themes: energy security, affordability, economic opportunity and decarbonisation.

The report states that regaining leadership in energy innovation will require a US Department of Energy investment (DOE) of US$ 25 billion by 2030. It follows the 2020 Energizing America roadmap and reviews progress since then, highlighting areas where earlier recommendations have succeeded or stalled. The new document identifies priorities for the next phase of USA energy research and development.

Clean Tomorrow notes that future demands on the energy system will increase due to wider electrification, AI-related power consumption, industrial modernisation and the shift to cleaner technologies. The roadmap aims to support these developments while strengthening domestic supply chains and maintaining international competitiveness.

The report outlines five recommendations to guide the proposed $25 billion programme: establishing a unified research-to-deployment framework; enabling cross-programme planning and funding; improving programme flexibility; expanding industry access to national laboratory expertise; and ensuring long-term stability through multi-year budgets and broad institutional partnerships.

To meet these aims, Clean Tomorrow recommends increasing federal energy research, development and demonstration funding by 80% from the Fiscal Year 2025 baseline to reach US$ 25 billion in Fiscal Year 2030, which it notes is under 0.4% of the federal budget and about 1.4% of discretionary spending.
